DT-AIPTS

The mandate is unforgiving. The Niger Delta Development Commission (NDDC) oversees thousands of infrastructure projects across nine states, and oversight had been almost entirely manual, with predictable consequences: abandoned projects, fabricated progress reports, and no real-time view of spend or contractor performance. DT-AIPTS replaces that guesswork with continuous, verifiable intelligence. This is a working prototype, built for authority review.

At its core is a multimodal, agentic intelligence layer: four specialised models that perceive, reason, and act autonomously, around the clock, fusing vision, financial, geospatial, and behavioral signals. A Risk & Abandonment Predictor scores every active project daily; a Financial Anomaly Detector flags payments that are abnormally large, early, or out of step with progress; an Image Authenticity & Progress Verifier checks that every uploaded photo is genuine, correctly geotagged, and matches the claimed milestone; and a Contractor Performance Index gives every contractor a live score that gates new bids.

It runs on a hybrid architecture: sensitive records never leave the government data center, while compute-heavy AI and a public transparency portal run in the cloud over an encrypted private tunnel. Five purpose-built portals, from a management dashboard down to an open citizen portal, make sure every stakeholder sees exactly what they should and nothing they shouldn't.
